First Amendment - Report a Concern

Reporting Options

Anyone who directly witnesses a situation where they believe a person or group’s actions fall outside of speech protected by the First Amendment or believes that they have been directly subject to unprotected speech, including sexual or racial harassment and/or a direct threat of physical violence, are encouraged to report the incident to the Dean of Students Office, The Office of Institutional Equity, and/or UAPD in the case of a threat of physical violence.

The LiveSafe app is an effective tool for reporting bias incidents even if you are not aware of the identity of the person(s) involved.  LiveSafe enables direct and discreet two-way communication with University of Arizona Police Department officials (i.e., dispatchers) using text, photos, video, and audio. LiveSafe provides an option for anonymous reporting of a variety of issues, including harassment, suspicious activity, theft, accidents, and other issues on campus. The app also lets you virtually walk your friends and family home with SafeWalk.


Response to a Report of Unprotected Speech

When the Dean of Students Office (DOS) receives a report involving unprotected speech, staff will assess the incident and coordinate the response to the incident for the University community. The response may include supporting those impacted, initiating training and education within specific communities, proceeding with a Student Code of Conduct investigation, and other appropriate actions.  

Reporting to the Dean of Students Office may result in the following actions:

  • The convening of the DOS Leadership Team and/or Behavioral Intervention Team
  • Investigation into the incident
  • Appropriate and strategized response
  • Outreach and support to impacted individuals/communities
  • Outreach and support to the reporter
  • Formal recording of the incident for data reporting and analysis
